Leader of the Indigenous People of Biafra (IPOB), Nnamdi Kanu, has said that he will be visiting Kaduna state as part of his current tour of various states in the country.

Kanu, who spoke on Sunday to various IPOB members, who thronged his Umuahia country home also confirmed that he will be in Lagos very soon.

He said that he does things that people think are impossible to do, and that he would ensure that Ohanaeze Ndigbo ceased to exist on the 19th of November 2017.

Kanu said: “Some media houses in Lagos don’t understand how powerful IPOB is. They sit down and write rubbish.

“So, I will go to Lagos to rattle them. I understand some people are worried.

“Don’t Yoruba Pastors come here? Don’t they come here to pray? Some of you worship at Yoruba churches and contribute your money there. Is that not so?

“That is why they don’t want you to be free. We want you to be free; because if you are free, you won’t contribute money for them.

Biafra is not possible, says Orji Uzor Kalu..read more below


Former governor of Abia State, Dr. Orji Uzor Kalu has said that the agitation for Biafra country by the Igbos cannot be made possible now, calling on the Igbo to rather channeled their energy for Igbo to become President of Nigeria.

Kalu said rather than despite energy for secession they should up their political ante and play politics of inclusion which can earn the Igbo the nation’s president sooner.

He also take a swipe on Governor Ayodele Fayose of Ekiti state over his comment in a recent interview that he (Kalu) was misleading the Igbo to embrace the All Progressive Congress, and also on his (Fayose) comments on President Muhammed Buhari. Dr. Kalu made this statement in Lokoja on Saturday while delivering a lecture at an Igbo gathering for the inauguration of Igbo Support Group for Governor Yahaya Bello of Kogi State, which he titled: “Mainstreaming Igbo in Nigeria Politics”. He said, “We must fix Nigeria to work for all inclusive of all aspiration of all. We (Igbo) have made progress but it is not yet Uhuru for us. This is not the time to pop champagne but a time for conscious reflection on the road we have passed, where we are and where we intend to be in the years ahead. “As Igbos, we must stop listening to people who says Biafra is possible. If we want Biafra we m

ust first ensure that referendum is included in the constitutional review. “Nigeria should be thinking of annexing other Africa country rather than dividing it. China is 2 billion and not talking about secession. But Nigeria with less than 200 million populace is talking secession.” On the recent quit notice giving to Igbo by the Arewa youth, Kalu said, “Recently, we have witnessed a rise in ethnic activism. A lot of people have expressed fears that Nigeria may be coming to an end. Well in politics, you have to entertain all manner of fears while working on possibilities. However, because of that fears, we have seen a ‘quit notice’ order from some northern youth groups.

 I will focus on the possibilities. And the first is that a United Nigeria is an easier possibility than a balkanized country. I see a more united country rising from the ashes of hate and fear. “However, the issues raised have causes some to wonder if the Igbo have leaders. Of course, Igbo’s leaders are talking and dialoguing. In politics, you often dialogue more than you talk. So in managing a diverse country like Nigeria, you need to dialogue and communicate rightly. That way you will be able to manage tension. In this regard, I want to specially thank the leadership of Ohaneze Ndigbo led by Chief John Nnia Nwodo for the matured way they handle the quit notice.

“People are naturally attached to their religion, customs, and tradition. People take offence at the abuse of their religion, customs and tradition. This is because any such abuse is considered an affront. I am not sure of any Igbo man who will like a non-Igbo resident in his village transgressing the custom of his people. If you will not like that, don’t do it to another person. That is the golden rule. If you do just that, the source of friction and trouble will be defeated.

“I believe the Igbo are in a better position to understand that all politics, like they say, is local. It therefore suggest that the Igbo must see the need to align properly and seek strategic partnership of other interest groups and political blocs to achieve whatever developmental ideas that they have; such as the shoot for the presidency. “In politics, you market yourself and make yourself a strategic ally. It is when you achieve this that you put your cards on the table.

If the Igbo work themselves into a very strategic political partner, while not putting their eggs into one basket, we can then put the cards on the table before our partners to determine what we get for and what they get from us. We cannot however do that when we remain antagonistic to one another. We cannot achieve it when we scare everyone away with hate. We cannot achieve it if we think its Igbo and Igbo alone. We must build necessary networks. We must build alliances across political divide. This are very important so that our own stories can be told and heard too. If we don’t build such alliances, we may not be able to market our demands.

” On Governor Ayodele Fayose, he said, “I call on my friend, Governor Ayodele Fayose to focus his criticism of President Muhammed Buhari on his performance rather than his health or family issues. When I was a governor I was at logger head with former president Olusegun Obasanjo but it was purely on government activities. I never went personal. Fayose should take a cue too. “His (Fayose) recent interview in the Interview Magazine where he said I was deceiving the Igbo’s into joining APC is uncalled for. I’m taking the Igbo to the central stage of politics and decision taking.

I was a founder of PDP, if PDP were to be a company, I would own 90 percent. PDP Balkanized Nigeria. PDP cannot come back to power. So I advised Fayose to stop hate speeches. It is distractive, bad, not brotherly and against the spirit of brotherhood. We must not allow our country just like the Rwanda genocide to thread the path of hate speeches.” He however concluded that Igbo can no longer be ignore in the politics of Nigeria, just that the Igbo has not seen themselves so, “Igbo can no longer be ignored or shove aside.

If Igbo stop paying taxes in Lagos, the IGR of Lagos will drop by 60 percent, because 70 percent of manufacturing and commercial activities in Lagos is owned or control by Igbo. Igbo must find a new political discourse, show interest in how in the past their areas were developed on personal contributions without federal or state interest.”

The Arewa Youths Coalition has said it would withdraw the quit order it gave to Ndigbo to vacate all northern states before October 1st. The northern group’s spokesperson, Abdulaziz Suleiman, said they would withdraw the statement this week.

The group waved the olive branch to Ndigbo after it had a meeting with the Borno State Governor, Kashim Shettima in Abuja on Sunday. Governor shettima who confirmed the development however warned that the Arewa Youths group should not be criminalized as such would be counter-productive. Moreover, according to Suleiman, “What we can say is that there has been a major development. Now the chairman of the Governors’ Forum has taken the initiative and invited us to start negotiations.

This is the first time we are meeting publicly with any leader and we believe that it is a major step forward in our ongoing consultations. “We hold the governor in high esteem and we have the unity of the country at heart”. “You see, I wonder why you talk about quit notice. We only issued a Kaduna declaration, quit notice is just a part of it. Let us do the recounting of the successes of our declarations first. We are sill going on with our consultations”. Confirming Arewa Youths’ decision to withdraw the order, Governor Shettima said, “We met with the leadership of the coalition of Northern Groups in my capacity as the chairman of the Northern Governors Froum.

“We had very fruitful discussion with them and they have shown a lot of courtesy and respect for the establishment. This is the first time that they are sitting down with the leadership of the forum. “They were having interactions with His Eminence, the Sultan of Sokoto. I started conversations with them right from Kaduna yesterday and we continued the discussion today and by the grace of God, it is going to yield fruits. “We are trying to have understanding of the challenges confronting us as a people and solutions to those challenges. I have to commend them for honouring our invitation because a political problem needs a political solution”.

 Shettima cautioned against criminalising the group, adding that harassing and intimidating them would not bring solution to the nation’s challenges. “They have agreed to revisit their decision and we will follow it up to its logical conclusion and I believe that in the next couple of days, we are going to get the good news from them. “I don’t want to preempt them by saying that this is what will happen or not. But definitely, they have shown responsibility and commitment to the national cause and they have wider plans to promote the cause of national unity and cohesion.

BIAFRA: Kanu threatens to shut down Ebonyi for three days.. read more below and watch video.


ABAKALIKI-THE last visit by the leader of the Indigenous People of Biafra, IPOB, Mazi Nnamdi Kanu to Ebonyi State elicited divergent views from the citizens of the state, especially when he said he was going to shut down the state for three days in his next visit. There were cheers. But there were audible grumbles in many quarters

Some are of the view that the IPOB leader had taken his agitation too far going by his pronouncements. Others who listened to him were basking in the euphoria that the state had been taken over by Biafra agitators.

This development had stirred lots of mixed feelings and reactions from Ebonyi people, the Peoples Democratic Party, PDP and even other Pro-Biafra agitators in the state. The leadership of the ruling Peoples Democratic Party (PDP) in the State had earlier at the party’s secretariat warned that even as they were not averse to genuine agitation, the state was opposed to protests that could degenerate into violence and youth restiveness in the state.

The party chairman, Chief Onyekachi Nweboyi and the Youth Leader, Elder Sam Igwe in separate press briefings said that the youths in the state should avoid being lured into breaching the laws of the land. Igwe, the youth leader who thronged the party office with youths numbering thousands told them to remain peaceful and avoid any clash noted that the IPOB leader as a notable son of Igbo land should have informed the appropriate authorities of his visit instead of sneaking into the area last weekend when thousands of his supporters marched out to receive him.

 Meantime, in a chat with Saturday Vanguard, the Ebonyi State leader of the Movement for the Actualization of the Sovereign State of Biafra, MASSOB, Biafra Independent Movement, BIM, Mr. Nwifuru John added that Raph Uwazuruike of MASSOB (BIM) remains the number one and father of Biafra agitation in the country. “Uwazurike has done many things since then. He brought back Biafra currency, even Biafra uniforms that we are wearing now; Uwazurike is the one that brought them. He has achieved so many things before other groups came out and he still loves the groups because he cannot do it alone. We need more Pro-Biafra groups.

 “We were not aware of Nnamdi Kanu’s visit to Ebonyi State but through our security agents, we got the information. But we didn’t want to stop them because what they are doing is what we are doing but they should maintain non-violence. MASSOB (BIM) maintains non-violence. “We want to inform the world that we MASSOB (BIM) are still with Uwazurike. We want to let the world know that Uwazurike is the number one citizen of Biafra. He is the father of all Biafra agitators in the country. “After 1970 when the civil war ended, nobody ever mentioned the name Biafra till 1999. It was Uwazurike that came out openly and mentioned the name Biafra and raised the flag. Nigeria’s security killed many of the Biafra boys because of that  flag. He maintained non-violence.

The security was still shooting people without arms even when Uwazurike was shouting that they were non-violent.” Addressing the crowd at Aziokwu Primary School close to Abakaliki Mechanic Village, the leader of the Indigenous People of Biafra, IPOB, Mazi Nnamdi Kanu vowed that the conduct of 2019 general election will not hold in all the Biafra states across the country, adding that nobody can stop the actualization of the sovereign State of Biafra no matter whose ox is goad. He added that Ebonyi State remained one of the topmost Biafra states with rich natural resources put in place by God and that nobody can stop Ebonyi and other states from being part of Biafra.

 “I will teach our enemies what they don’t know. I will teach them that nobody can stop Biafra because Biafra has come to stay. I will transverse all parts of Biafra lands and other areas without anybody stopping me including police and soldiers who are always in the habit of harassing our people. “I will continue to walk in the midst of these security agents as you can see and nobody will arrest me. They know they can’t stop Biafra. I have come to declare Ebonyi a Biafra state and when next I come, I will shut down the state for three days”.

Many are still wondering whether Mazi Kanu really understood the meaning of shutting down a State for three days in the name of Biafra agitation. Ebonyi is indeed a peaceful state and the tolerance of the people should not be tested on the platform of youthful exuberance and high-handedness. The tension his visit generated could have led to a full scale civil disorder, if not for the ingenuity and intelligence of security agents and maturity of Ebonyi youths in the State. Also, a Public Affair Analyst, Mr. Felix Uka stated that: “I watched with bewilderment how old men and women, young boys and girls, the educated and the illiterate left what they were doing to catch a glimpse of Nnamdi Kanu and hear him.

Endorsing the governor at the special ceremony that marked the flag-off of the 2017 Farming Season in Awka, the farmers unanimously honoured Governor Obiano with the title of “Ochendo ndi olu ugbo.”
Offering insights into the endorsement, the chairman, Anambra State Chapter, All Farmers Association of Nigeria (AFAN) explained that Obiano’s three years in office represented a remarkable period in the lives of Anambra farmers and expressed the hope that the governor would be re-elected to enable him complete the great work he had started in the state.
Obiano’s endorsement by Anambra farmers came on the heels of previous endorsements by the town unions of the 177 communities in the state as well as members of the organised labour in the state.
Addressing the farmers at the heavily attended ceremony, Governor Obiano thanked the farmers for finding him worthy of such a great honour and subsequently announced that the theme for the 2017 Farming season, as: “Increasing Agricultural Productivity through Community Participation.” This, according to him, signposts his administration’s strategic approach to agricultural production for the new season.
The governor lauded the achievements his administration had recorded in agriculture during the past farming season and expressed contentment with the growing interest in farming by the larger population.
“In our dear state, for instance, I am proud to note that youths are joining the agricultural sector. Our Farmers Information Management System confirms that out of 106,000 farmers currently registered in our database, 24% of them are youths below the age of 40 years while those aged 40 – 80 occupy about 75% of our farmers list,” Governor Obiano revealed.

Summing up the achievements of his administration in the last farming season, Governor Obiano announced that rice production had gone from 244,235.25 metric tons that was recorded in the last season to 322,000 metric tons. “With this achievement, we have effectively surpassed our annual consumption figure of 320,000 metric tons,” the governor declared.
According to him, following the achievements recorded in the outgone season, the administration is projecting a yield of 513,591.84 metric tons for 2017. “To achieve this projection, we hope to increase the size of land used in rice cultivation from 54,274.50 hectares to 57,065.76 hectares in 20017. This will be supported, of course, by the use of improved seedlings and other technical inputs that aid a higher yield,” he further explained.
The governor also revealed that his administration had perfected plans to grow the yield in cassava from 1,792,596 metric tons recorded in 2016 to 2, 151, 115.20 metric tons in 2017. Maize output is also expected to grow from 39, 902.40 metric tons to 280, 563.75 metric tons in 2017 while a similar growth is anticipated in vegetables production output from 120,600 metric tons in 2016 to 1,447,200 metric tons in 2017.

Further enumerating the achievements of his administration in agriculture, Governor Obiano recalled that the agricultural sector created 725 direct jobs and 5200, established two tractor hering centres in Awkuzu and Omor and attracted investments valued at $1.2bn. 
Offering insights into what his administration plans to achieve in the new farming season, Governor Obiano disclosed that he had engaged some experts to closely study the Lower Anambra-Imo River Basin Development initiative with a view to coming up with a cost effective means of irrigating 8,500 hectares of arable and flat land. “We have also embarked on a heavy investment in the procurement of ultramodern Cooling Vans and a Conditioning Centre that would boost our export of perishable produce,” he explained.
Similarly, he revealed that his administration had invested the sum of N295 million in the procurement of agricultural input and seeds, which includes the procurement of certified rice seeds, high-variety, termite-free cassava stems and improved Ugu seeds that would be distributed free to farmers.
“However, the big news for Anambra farmers and agro-entrepreneurs in this farming season is that we have earmarked the sum of N500 million, as a special intervention fund for agro-entrepreneurs and MSM operators in the state. The fund shall be managed by ASBA to ensure efficient disbursements as usual,” governor Obiano further announced.

He also explained that his administration had formally registered Anambra Rice, Anambra Gari, Anambra Ugu, Anambra Yam and Anambra Honey. “This will help in product differentiation and brand identity projection in a competitive market place. Anambra brands must be distinctive in any market,” Governor Obiano declared.

Uwazurike who spoke in Onitsha through  its MASSOB-BIM Leader for Anambra south senatorial zone, chief Arinze Igbani asked IPOB and its leader to desist henceforth from instilling fear into people’s mind concerning the election.
The MASSOB-BIM Leader described the act of using Biafran flag to chase politicians away and disrupting their rallies as an act of foolishness on the part of the IPOB, just as he accused them of desecrating the Biafran symbol.
“IPOB and its leader, Nnamdi Kanu by their actions are making mockery of the Biafran Flag which Ojukwu fought for and Chief Uwazurike raised it again after the Civil War, on May 22, 2000.  Flag is the pride of any nation but today Nnamdi Kanu is using it as a tool to attack Nigerian politicians.  MASSOB-BIM is not part of no -election propaganda in Anambra State. This is because election cannot stop Biafra.

South East Devt Bill not about Buhari -Senator Oduah...read more below



The South East Caucus of the National Assembly, especially, the Senate, has a bill – the South East Development Bill before the house that awaits to be made into a law to fasten development of the zone.

The originator of the bill, Senator Stella Oduah explained the details and content of the bill which hardly featured in the public domain since its birth. She noted the timing, importance and modalities of the implementation and that it targets at national benefits rather than a sectional interest.
 The bill came as a result of the clear disparity and lack of infrastructure that has been evident in the South East and also to create awareness and proffer a solution to bring an end to it. Even if the gap is not bridged, but the implementation would mainstream the lacuna that exists there that from the beginning to the end of the zone, there is nothing there to show they belong to the nation.
In bringing the bill into a law, a lot will happen including the creation of a sense of belonging to the people of the region and also that would engender economic liberation and development as opportunities would be created for the people.
Today, if you go round the South East, you will clearly see the potential. We are locked in and out an to unlock the situation, you need to have that federal presence to intervene and assist create that sense of belonging, create the possibility and cancel the wide disparity and ensure that the gap ceases to be as wide as it is today.
Implementing it involves the participation of various arms or government and agencies including the federal government, the states, the LGA and even the private sector and individual players.
Immediately the law that propels this is made, the potentials would open and people will see and key into it and unlock the possibilities so that the people of the region would even think back home and make a difference. So through that we can have economic activities. For instance, there is no reason the zone won’t have inland container terminals rather than allow them travel all the way to Port Harcourt and Lagos to clear their containers. That is the way it is done globally, yet, we have these in Kaduna and Kano, so why not the South East.
Yes, we are landlocked and yet we have a demography that lopsides towards the youth and they need skills which are lacking because if today there is a move for mass industrialization, the region lacks the right skilled manpower at the middle or lower level to drive it and that must be unlocked too and that is part of the things we target to achieve through that law.
We have to create avenues to make them employeable otherwise we would be plotting and waiting for the day the time bomb would explode and one day that would happen if we keep keeping quiet.

I must state it clear that the present APC government didn’t create the problems. They weren’t created by PDP either, but it has been allowed to fester over the years and the effects worsen and that has to handled now, otherwise it gets compounded to a level that would not be contained anymore. So anybody that loves the nation should align with and support that bill to succeed because it is for the good of the nation as far as a spillover of social crisis would one day affect the entire nation. We should not allow that to happen when we have the ability to check it. It is only this bill that would make the zone a matter of priority for development to create the industrial clusters and unlock the potentials of the area to create regional economies and propel national development. The benefits are so many and enormous. If we do that, the entire region, including West African countries, beyond Nigeria will benefit. With such possibilities, one can live in Aba and work in Enugu or live in Abakaliki or Onitsha and work in Owerri and get back the same day through railway linkages.
 Time of emergence
I said it earlier that the problem did not start now. And I point out very importantly that it is not about President Buhari or the party in power. It’s about Nigeria. The timing is proper and due because we have seen it escalating from the past, especially since after the war for close to 50 years, and the longer we wait the worse it festers. Truth we should tell ourselves is that the quietness over the problem is what is worsening the unemployment and lack of economic opportunity of the east and the escalation of agitations everyday. This bill when made into law would create the avenues for these young people to be profitably engaged and the social malaise would be over.
The question of the bill coming now as timely or not does not arise because the governance of Nigeria is a continuation and there is no time every problem or challenges would be handled one day. There are still other unsolved issues that would arise in years to come and they should be handled as they come. Let nobody align the timing to the lopsidedness of the appointments of present administration against the South East. It is rather about solving a problem that had accumulated unattended for years. So today is just the right time to handle it.
The bill represents all of us from the zone in the National Assembly, but somehow it is aligned to me as originator though I don’t take credit for it because we all own it, in fact the entire nation and National Assembly own it because every bill has a source. Don’t forget that I had not been in the legislature in the past until this 8th Assembly. So it is just timely and not targeted at anyone or just like a bolt out of the blues because the need had always been there, and the earlier the far better.

I had said that the problems of neglect of the region didn’t start today, and since the past, solving it had not been accelerated effort, but because the media is more open and more encompassing today, the existence is amplified and as we progress in democracy, the level of awareness of our people grows and they speak out more today against those injustices and neglect of the past than ever before.
But definitely, something needs to be done now and today and we must have a dialogue that creates the possibilities in the region and also fosters that enabling environment where we can trade, farm, manufacture and do all we can do best.
 Why FG in it
Yes, we need the federal government in it because we are still part of this Nigerian and Sons Limited. We are part of the nation, we are still here and have no other country and the way Nigeria is structured, most things done in other regions are also from the federal might like the Niger Delta Amnesty, the effort to rebuild the North East after terror devastation, the policies that enable economic growth and also funding through the federal allocation. And we made it clear that since the resources to the states flow from the national, let a foundation or fund be created to empower the deduction from source from the allocations of the states of the South East of a certain percentage as part of the funding to create a pool, bring in the private sector and possibly external investors and create these enablers. The central government must be involved just like the region and other entities as I mentioned earlier. Such effort would not be left to the legislation of the five states of the region as separate entities. So it is best handled at the centre even when the federal government in our system controls every other government tiers. If a particular part of the nation has an issue as big as this, it must just be mainstreamed by the federal government, not as a favour, but as matter of compelling importance to the life of the entire country.
The states would play their roles, so also the LGA, private sector and many more, and even the national legislature which ensures that the law to bring it to life is created, which the starting point and where we are today. In accelerated manner, legislators from the South East are working together to make sure the bill is not just passed but passed expeditiously in order not to lose the essence.
Reps setback

I am sure the bill would be passed soon even though it was dropped or suffered temporal setback at the House or Representatives. I might attribute that to misunderstanding of the content of the bill and maybe in addition to the presentation. With the new move that has adopted better awareness and enlightenment of the members of the NASS, I am sure the Senate would not have problem about it.
And for the House, the bill will be brought back and passed through the crucible and it will certainly get done and we are sure it will. The bill is not about leaving the nation or creating what doesn’t exist. It is about repairing a broken part of the nation. It is about recreating the sense of belonging of a part of the country. It is about mending fences and correcting past errors. And what concerns the South East is national concern.
I have no doubt that we will get the numbers to pass the bill and it is about nation building. We are just appealing to the conscience of the people and members who I am sure are enlightened to see the need to prioritize the concern of the region as national concern. It is the same country and we need and work with each other from other regions and all parts of the country to get things done for the good of Nigeria, and this bill won’t be an exception.
That is why I assure that the House of Representatives will take it up again and with better information, it will be fast.



Funding from FG
It will involve lump sum funding by the federal government for the take off and also the states share in this and what it involved, regarding funding is affordable by the federal government. After that, a Fund manages it drawn entirely from the private sector for profitability and with continuesd deductions from the state governments and capital creation by the Fund and investors.

On whether the states of the region have been doing anything on their own, I am sure, though not holding brief for them that they have done their best in the past and the expected bill would provide for ways of supporting them do more than ever before. I  believe the bill after creating the expected fund would be the umbrella that would warehouse all those efforts of theirs and also make them more effective through contribution in so many ways.

By the time we come back from recess, we will work harder and faster on the bill and before the year ends, the Igbo would smile that they have a commission made possible by a government that wants her progress to pick up the ruins and cleanse them into development, equity, justice, fairness which they need as part of the country.

Senate Passes Peace Corps Bill Despite Reservations by Legal C’ttee....[read details below]


The Senate yesterday passed the bill establishing the Nigerian Peace Corps (NPC), to empower and provide employment for the youths, to facilitate peace, volunteerism, community services and nation building, despite reservations expressed by its Committee on Judiciary and Legal Matters.


The senators voted to adopt the conference committee report on the bill, presented by the Chairman of the Committee on Interior, Senator Bayero Nafada (Gombe North).
Its Committee on Judiciary, in its report on the bill, however stated that the major objective of the NPC bill, which is to provide employment for the youths, can be achieved by strengthening existing agencies and not necessarily creating a new one.
This, the Senator David Umaru chaired committee, is to avoid overburdening the federal government.
The committee also observed that the powers and functions of the Peace Corps call for concern, and urged that they be subjected to further examination.
“That the right vested by the Bill in clause 37 (1) (a) on members of the corps to “access all records of any person or authority” is too broad in scope and to that extent constitutes an infringement on the right to privacy guaranteed by the Constitution, under Section 37. This power is unnecessary, given that the corps is not an investigative agency,” the report stated.
“That the operation of the Peace Corps is limited to social and economic development only in other jurisdictions as indicated in their mandate, pursuant to section 591 of the Companies and Allied Matters Act, 1990, in the case of Nigerian Peace Corps,” it added.

The reservations however did not stop the lawmakers from passing the bill.
Presiding, Senate President, Bukola Saraki, said the journey towards establishing the NPC has been a long one, and expressed appreciation to the committees for their work.
“The long journey has finally reached the promised land,” Saraki said.
The NPC bill was passed in the House of Representatives in June 2016, while the same bill was passed in the Senate in November of the same year. The two chambers set up a conference committee to reconcile the areas of differences in the passed bill.
The Senate at its plenary sitting on May 2, 2017, had deliberated on the report of the conference committee, and had referred it to the Committee on Judiciary, when some knotty issues emerged.
In another development, the Senate also passed through second reading a bill seeking to grant administrative and financial autonomy to the Nigerian Financial Intelligence (NFI) Unit, and establish the NFI Agency.
The bill was passed through first reading last week.
The bill named: “A bill for an Act to Establish the Nigerian Financial Intelligence Agency as the central body in Nigeria responsible for receiving, requesting, analysing, and disseminating financial intelligence reports and other information to law enforcement, security and intelligence agencies and other relevant authorities and for related matters,” is sponsored by Senator Chukwuka Utazi (Enugu North).

The Senate however maintained that it does not have any ulterior motive in accelerating the decoupling of the NFIU from the Economic and Financial Crimes Commission (EFCC), other than the quest to do the right thing for Nigeria.
Utazi, in his lead debate, said while the NFIU is currently domiciled within the EFCC, as provided by Section 1 (2) of the EFCC Act, the provision has however, been found to be inconsistent with international standards and has affected the effective functioning of the NFIU.
“Since the NFIU is not set up to be a law enforcement agency, this provision negates the core objectives for which the NFIU was established in the first place. The mandate of a FIU (Financial Intelligent Unit) is different from that of law enforcement: while law enforcement agencies carry out investigations and prosecution, FIUs are mostly collection, collation and analytical,” he said.
Utazi added that there can only be one FIU in every country, causing an awkward situation in Nigeria where the unit was created, but was not given powers to operate.
“Presiding, Deputy Senate President Ike Ekweremadu referred the bill to the Committee on Anti-Corruption and Financial Crimes. He directed the committee to submit its report on Wednesday.
Meanwhile, the spokesman of the Senate, Senator Sabi Abdullahi, reiterated that the Senate was not fast tracking the passage of the bill, to fulfill any ulterior motives.


Briefing journalists at the end of plenary yesterday, Abdullahi said the Senate’s determination is borne out of a quest to avert the explosion of Nigeria from the group, with its dire implication for the country’s financial system.
“People may insinuate that we are rushing it for any reason, there is no other reason other than doing the right thing, so that Nigerians can continue to carry out financial transactions online and in real time,” he said.
The NFIU, the agency which represents Nigeria in the Egmont Group, was suspended at its July 2017 meeting in China, following Nigeria’s failure to grant operational autonomy to the NFIU, a situation which the group has objected to for years. Nigeria was also accused of divulging confidential information concerning the activities of the Egmont group, a network of 154 national financial intelligence units, is the highest inter-governmental association of intelligence agencies in the world with membership by 152 countries.

The group also issued a December 2017 ultimatum to Nigeria to address the issues that caused the suspension, or be expelled, a situation which will attract international sanctions against Nigeria’s financial system.

We repeat that a man who constantly speaks up for and supports a government that consistently slaughters and routinely massacres his own Igbo people can only be described as a sociopathic self-hating Igbo who is suffering from a terrible and debilitating inferiority complex. He was born a slave and he will die a slave. Attempting to compare himself to a courageous, well-educated, refined, confident, attractive, successful and well-bred man like FFK is like comparing fine wine to toilet water. Rochas is scum and nothing more than scum. When he finishes his tenure as governor he will crawl back into the filthy cesspit and hole from which he came.

 FFK was never a ritualist, a cultist, a 419er, a sodomite, a traitor or a dirty and unreliable street urchin and scammer. He never ruined the lives of millions, bowed before strange gods and slept in coffins to make his money. He never sold his soul to the devil or his body to reprobate men who lust for other men in return for money and power. Unlike Rochas FFK frowns upon such things and comes from a noble heritage and a spiritually clean and strong foundation.

Senate to change name of Nigerian Police Force to Nigerian Police.....[read more below]


The Nigerian Senate has pushed for the change of name from the Nigerians Police Force to simply the Nigerian Police. This is part of the recommendations in the 29 bills approved by the Senate in the ongoing Constitution amendment process. Some stakeholders in the security sector have claimed that the if the word force is removed from the Nigerian Police, it will better drive home the reality that the police is really “your friend”  especially because friends don’t need force, like the military, in relating with fellow friends.


However, the President of the Senate, Dr. Bukola Saraki, while commending his colleagues for job well done, said that the senate has laid the foundation for a new and better Nigeria by approving the 29 bills in the ongoing Constitution amendment process.

Saraki who spoke at the closing of electronic voting on the proposed amendments to the 1999 Constitution of the Federal Republic of Nigeria commended his colleagues for passing the recommended amendments. “I want to thank all our colleagues. I want to really commend and appreciate the efforts of our Deputy Senate President and all members of the Constitution Review Committee. “By these 29 Bills, Distinguished Senators, I will say that we have laid a new foundation for a new Nigeria that will be more committed, create opportunities for our young people and place us firmly among the nations of the world that are really prepared for the years ahead. “What we have done today definitely is to lay the foundation for a far-reaching reform of our political, economic and social development.


“To be part of that history is a great honour for all of us and I want to thank you, my colleagues. May God Almighty bless Nigeria,” he said. He said the Senate will be remembered by posterity for having kept its promise to amend the Constitution and by concluding its own process in record time. Itemising some of the amendments that had been approved by the upper legislative chamber, Saraki said that it was worthy of note that the Senate, by its actions, has opened up the road for younger people to contest elective positions.

“We have addressed the issue of saving money earned by the Federation which has always been an issue in this country for many years. “The fact is that as a nation, we now have a constitution that makes it paramount for the country to save for the rainy days. “We have also by the amendments shown our commitment to the fight against corruption by providing for separation and financial autonomy for the offices of the Accountant General, Auditor-General and particularly, the Attorney General. “Also, by the work we have done today, we have helped to improve administration at the local government level which will strengthen our democracy by and large, ensure more credible elections by some of the provisions that we have passed.


“More importantly, we have introduced constitutional provisions that would help our judiciary in timely dispensation of Justice,” he said. Part of the amendments which the Senate approved are: granting financial autonomy to State assemblies, Judiciary and Local Governments, abolishing local government care taker committees and reducing the age requirements to contest elections. Other amendments which the Senate approved include: inclusion of former Presidents of the Senate and House Speakers who were not impeached to the Council of State and changing the name of the Nigerian Police Force to the Nigerian Police.

Britain to ban sale of all diesel and petrol cars and vans from 2040..[read details below]


Britain is to ban all new petrol and diesel cars and vans from 2040 amid fears that rising levels of nitrogen oxide pose a major risk to public health.

The commitment, which follows a similar pledge in France, is part of the government’s much-anticipated clean air plan, which has been at the heart of a protracted high court legal battle.
The government warned that the move, which will also take in hybrid vehicles, was needed because of the unnecessary and avoidable impact that poor air quality was having on people’s health. Ministers believe it poses the largest environmental risk to public health in the UK, costing up to £2.7bn in lost productivity in one recent year.
Ministers have been urged to introduce charges for vehicles to enter a series of “clean air zones” (CAZ). However, the government only wants taxes to be considered as a last resort, fearing a backlash against any move that punishes motorists.
“Poor air quality is the biggest environmental risk to public health in the UK and this government is determined to take strong action in the shortest time possible,” a government spokesman said.
“That is why we are providing councils with new funding to accelerate development of local plans, as part of an ambitious £3bn programme to clean up dirty air around our roads.”
The final plan, which was due by the end of July, comes after a draft report that environmental lawyers described as “much weaker than hoped for”.
The environment secretary, Michael Gove, will be hoping for a better reception when he publishes the final document on Wednesday following months of legal wrangling.

A briefing on parts of the plan, seen by the Guardian, repeats the heavy focus on the steps that can be taken to help councils improve air quality in specific areas where emissions have breached EU thresholds.
Measures to be urgently brought in by local authorities that have repeatedly breached EU rules include retrofitting buses and other public transport, changing road layouts and altering features such as roundabouts and speed humps.
Reprogramming traffic lights will also be included in local plans, with councils being given £255m to accelerate their efforts. Local emissions hotspots will be required to layout their plans by March 2018 and finalise them by the end of the year. A targeted scrappage scheme is also expected to be included.
Some want the countrywide initiative to follow in the footsteps of London, which is introducing a £10 toxic “T-charge” that will be levied on up to 10,000 of the oldest, most polluting vehicles every weekday.Sources insisted that while the idea of charges were on the table, there was no plan to force councils to introduce them, and that other measures would be exhausted first.
They hope the centrepiece of Wednesday’s strategywill be the plan to ban diesel and petrol sales completely by 2040, in line with Emmanuel Macron’s efforts across the Channel.
The French president took the steps to help his country meet its targets under the Paris climate accord, in an announcement that came a day after Volvo said it would only make fully electric or hybrid cars from 2019 onwards.
That decision was hailed as the beginning of the end for the internal combustion engine’s dominance of motor transport after more than a century.
Prof David Bailey, an automotive industry expert at Aston University, said: “The timescale involved here is sufficiently long-term to be taken seriously. If enacted it would send a very clear signal to manufacturers and consumers of the direction of travel and may accelerate a transition to electric cars.”
Britain’s air quality package also includes £1bn in ultra-low emissions vehicles including investing nearly £100m in the UK’s charging infrastructure and funding the ”plug-in car” and “plug-in grant” schemes.
There will also be £290m for the national productivity investment fund, which will go towards the retrofitting, and money towards low-emission taxis.
The report will also include an air quality grant for councils, a green bus fund for low carbon vehicles, £1.2bn for cycling and walking and £100m to help air quality on the roads.
The strategy comes amid warnings that the UK’s high level of air pollution could be be responsible for 40,000 premature deaths a year.
A judge had said the government’s original plans on tackling the issue, which included five clean air zones, were so poor as to be unlawful. The government was asked to present a new draft policy to tackle air pollution from diesel traffic before the election.
It was then called to court to explain why it had made a last-minute application to delay publication of its draft policy until after the election.
James Eadie QC, representing the government, said the policy was ready to be published but it would be controversial and should therefore be withheld until after the election.

“If you publish a draft plan, it drops all the issues of controversy into the election … like dropping a controversial bomb,” he said, adding that it could risk breaching rules about civil service neutrality and lead to the policy being labelled a Tory plan.
However, judges said the government did have to publish a draft plan with the final version needed by the end of July.
May’s draft contained few concrete proposals and did not specify the cities and towns where polluting vehicles might face charges, the level of any charges or the scope or value of any scrappage scheme.
Instead, the plan put the onus for action on local authorities: “Local authorities are already responsible for improving air quality in their area, but will now be expected to develop new and creative solutions to reduce emissions as quickly as possible, while avoiding undue impact on the motorist.”
Analysis in the documents showed increasing the number of CAZs from the current six planned to 27 would make by far the greatest impact in cutting pollution and provide cost benefits of over £1bn. The CAZ policy would cut more than 1,000 times more NO2 than a scrappage scheme, even if that scheme required old diesels to be replaced by electric cars.

But it required local authorities to exhaust all other options before introducing CAZ charging for diesel vehicles, such as removing speed bumps and retrofitting buses.
The coalition government had already set out a vision for almost every car and van to be ultra-low emission by 2050 – a move which the government acknowledged would require “almost all new cars and vans sold to be near-zero emission at the tailpipe by 2040”. So it is unclear to what extent the new pledge will further boost Britain’s ability to achieve air quality requirements.
ClientEarth, the campaign group that has successfully pursued the government through the courts over the UK’s air pollution crisis, gave a cautious welcome to the announcement but said ministers must take immediate action to tackle the UK’s air pollution crisis.
“The government has trumpeted some promising measures with its air quality plans, but we need to see the detail,” said CEO James Thornton. “A clear policy to move people towards cleaner vehicles by banning the sale of petrol and diesel cars and vans after 2040 is welcome, as is more funding for local authorities.

“However, the law says ministers must bring down illegal levels of air pollution as soon as possible, so any measures announced in this plan must be focused on doing that.”
The mayor of London, Sadiq Khan, has been calling for tougher measures to tackle air pollution, which kills 9,000 people a year in the capital.
A City Hall source was sceptical about the government’s announcement. “We need to look at the full details but what Londoners suffering from the terrible health impacts of air pollution desperately need is a fully-funded diesel scrappage fund – and they need it right now.”

Areeba Hamid, clean air campaigner at Greenpeace, said: “The high court was clear that the government must bring down toxic air pollution in the UK in the shortest possible time. This plan is still miles away from that.
“The government cannot shy away any longer from the issue of diesel cars clogging up and polluting our cities, and must now provide real solutions, not just gimmicks. That means proper clean air zones and funding to support local authorities to tackle illegal and unsafe pollution.”
